Washington: President Obama health care plan explained as he tries to reach out to GOP. As part of plans to revive his stalled healthcare reform bill, Obama proposes a new idea to control premium rate increasing of insurers under the legislation. Obama last day informed that the new proposal will curb premium rate increases at a limited level.

The move is taken in the light of a recent announcement from WellPoint Inc.'s to raise premiums for some of its California customers up to 39 percent. 

The proposal,which is to be introduced on Monday will set up a body of experts to regulate premium hikes.  The body is expected to involve consumers,  doctors, economists and insurers. The board will decide a reasonable limit for insurers to raise premium. 

White House officials pointed out it would be an effort to bridge the gap between the healthcare reform bills passed by the House and the Senate last year.

Democrats found it difficult to pass the bill following the win of Republican Scot Brown in the Massachusetts seat last month. With his win, Obama lost majority in the Senate to implement the bill.

Since then, Obama was trying to set up a bipartisan compromise to launch his celebrated healthcare plans. On the way, he agreed to extract from the ideas of Republicans. 

In the meantime, Republicans have agreed to attend Obama's bipartisan healthcare summit to be held on Thursday. Senate Minority Leader Mitch McConnell (R-Ky.) he and his team would not boycott the submit, though he remembered they have not agreed to cooperate.   
 
"Apparently we're going to be there most of the day and have an opportunity to have a lot of discussion," McConnell said in an interview on " Fox News Sunday." "But if they're going lay out the plan they want to pass four days in advance, then what are we discussing on Thursday?"
